This is an Ulmia veneer cutter, which will cut straight, curved, and circular veneers at antique or modern thickness, and will generate accurate grooves for banding and stringing with the 2, 3, 4, 5, 6 and 8mm blades included. There are also the original 2 pins for circle cutting, and 2 spear-pointed blades, plus several shims to create precisely measured grooves for inlays and bandings. The device also comes with a detachable guide head for circle cutting. The body of the cutter is solid hornbeam, which Ulmia also often used for their planes, the fittings are a mixture of brass and steel and all the cutters are high carbon steel. I bought this tool for a specific inlay job many years ago, used it once and it has sat in a drawer until now. It is in its original German packaging, but has a four page (original, but a photocopy) instruction leaflet in English. This also covers the smaller 728/1 model. It will cut from 25 mm up to 550 mm (photo shows it on a 450 mm coffee table). The tool was unused when I bought it, but the many years it has sat in a workshop drawer have left odd rust spots on the high carbon steel scrapers. This and other blemishes are commensurate with the age of the device.
